 EDOHERMA PARTICIPATES IN NATIONAL ASSEMBLY PUBLIC HEARING ON THE NATIONAL HEALTH FACILITY REGULATION AGENCY ESTABLISHMENT BILL

The Edo Healthcare Regulation and Monitoring Agency (EDOHERMA) participated in the Public Hearing on the Bill for the Establishment of the National Health Facility Regulation Agency, convened by the Distinguished Senate Committee on Health at the National Assembly, Abuja.

EDOHERMA submitted a comprehensive Memorandum outlining its position on the proposed legislation. While supporting the establishment of a National Healthcare Regulation Agency, the Agency emphasised that it should function strictly as a national coordinating, standard-setting and capacity-building institution that complements and strengthens State Healthcare Regulatory Agencies without interfering with, controlling, duplicating or rendering obsolete their statutory operational responsibilities.

The Memorandum further noted that the current Bill contains significant gaps, drafting inconsistencies and structural issues requiring review. EDOHERMA recommended that the governance structure of the proposed National Agency be revised to clearly define institutional roles, respect the statutory mandates of State Healthcare Regulatory Agencies, Professional Regulatory Councils and Professional Associations, and promote collaboration rather than conflict or duplication of functions.

On the sidelines of the Public Hearing, the Chief Executive Officer of EDOHERMA, Dr. Adesuwa Urhoghide, held a strategic meeting with the Chairman of the Senate Committee on Health, Senator Dr. Ipalibo Harry Banigo, to present the EDOHERMA regulatory template. She highlighted Edo State's integrated healthcare regulatory framework as one of the most comprehensive and operational models in Nigeria, capable of serving as a practical template for the proposed National Agency and for States yet to establish healthcare regulatory agencies.

The CEO also showcased EDOHERMA's digital innovations, including Nigeria's first online healthcare facility verification system developed by a State Healthcare Regulatory Agency, designed to enhance transparency, accountability and patient safety.

The Memorandum further advocated for a healthcare regulatory framework built on collaboration, innovation and institutional strengthening, with operational regulation, inspection, monitoring and enforcement remaining the responsibility of State Healthcare Regulatory Agencies. It also recommended the express inclusion of Public Health Monitoring as a statutory regulatory function, extending oversight to school health services, public spaces, tourist sites and attractions, community health services, emergency preparedness and other public health risk environments.

EDOHERMA commends the Distinguished Chairman Senate Committee on Health for the opportunity to showcase EDOHERMA and reaffirms its commitment to working with the Federal Government, the National Assembly and all relevant stakeholders to build a stronger, more coordinated and patient-centred healthcare regulatory system for Nigeria.
